To Counter an Evil

A bad person trying to hurt another will not be stopped by a law, but by a good person with the capability to prevent them from doing harm.

A criminal with a gun will only be stopped by a good person with a gun.

A bad businessperson will violate regulations until exposed, and the penalties must be sufficient to make it not worth it and serve as a warning to others considering crossing those lines.

Evil must be countered by equally or dominantly powerful good to neutralize it.

A peaceful warrior still carries his weapons, not out of a desire to use them but the desire for peace, to protect the innocent and prevent darkness from arising and spreading its shadow again.  Only when there are enough peaceful warriors walking the streets do the criminals slink back to their dark alleys and leave the populace in safety.
